What Is the ISEE in Italy?
ISEE stands for Indicatore della Situazione Economica Equivalente, which can be translated as Equivalent Economic Situation Indicator.
It is an official indicator used in Italy to assess the overall economic situation of a household when a person applies for certain social benefits, bonuses or subsidised public services.
The ISEE is not simply your salary or annual income. It provides a broader picture of your household’s financial circumstances by considering income, family composition and certain movable and immovable assets.
This is particularly important for foreign residents who may initially assume that showing a payslip or tax return is enough to demonstrate their economic situation. For many Italian benefits, however, the administration specifically requires an ISEE certificate.

What Is the ISEE Used for?
The ISEE in Italy is used for a wide range of benefits and services. Depending on your personal and family circumstances, you may be asked for it when applying for family benefits, social services, childcare support, education-related benefits and other forms of financial assistance.
A common example is university education. If you or your child studies at an Italian university, the ISEE Università may be used to determine the amount of tuition fees you have to pay and whether you qualify for reductions or exemptions.
This means that two students attending the same university and degree course may pay different tuition fees depending on their respective household circumstances.
It is also important to understand that there is not just one type of ISEE for every situation. In addition to the standard ISEE ordinario, Italy has specific forms of ISEE for university students, certain services for minors and health and social care benefits.
You should therefore check which type is required before submitting an application.
How Do You Get an ISEE in Italy?
To obtain an ISEE, you must submit a Dichiarazione Sostitutiva Unica (DSU), or Single Substitute Declaration.
The DSU contains information about the people in your household, their income and their assets. Some information may be retrieved from the databases of INPS (Istituto Nazionale della Previdenza Sociale, the Italian National Social Security Institute) and the Agenzia delle Entrate, the Italian Revenue Agency.
You can submit the DSU through the available INPS services or obtain assistance from an authorised CAF – Centro di Assistenza Fiscale, a tax assistance centre commonly used in Italy for this and other administrative procedures.
For the standard ISEE, your household composition is generally determined according to the situation existing when the DSU is submitted. Income and assets, however, normally refer to the second preceding calendar year. Therefore, for an ISEE requested in 2026, the standard reference year for income and assets is 2024.

Which Income and Assets Are Considered?
The ISEE calculation can take into account different types of income, property and financial assets belonging to the members of your household.
This may include income reported for tax purposes, houses and other real estate, bank accounts and other financial relationships. For bank accounts, information concerning the balance and the average annual balance can be relevant.
Since 2025, Italian government bonds, postal savings bonds and postal savings books can be excluded from movable assets for ISEE purposes up to an overall limit of €50,000 per household.
Foreign citizens should pay particular attention to assets and income held outside Italy. Having a bank account, property or other assets in another country does not necessarily mean that they are irrelevant for ISEE purposes. Depending on your circumstances, foreign income and assets may also have to be declared.
For this reason, if you have financial or property interests in your country of origin or another country, it is advisable to check carefully which documents are required before submitting your DSU.
Who Is Included in Your ISEE Household?
One of the most difficult aspects of the Italian ISEE system is determining the nucleo familiare, or household.
It does not always correspond simply to everyone living at the same address. Particular rules can apply to spouses, adult children, university students, parents who do not live together and other specific family situations.
This distinction is important because each household member can affect the final ISEE through their income, assets and the equivalence scale used for the calculation.
If your family situation involves people living in different countries, children studying away from home or other particular circumstances, checking the correct household composition before submitting the DSU can help prevent mistakes.
When Should You Get an ISEE?
You do not automatically need to obtain an ISEE every year simply because you live in Italy.
Normally, you request one when you need to apply for a benefit or service for which the ISEE is required. If you know that you will need it during the year, preparing it in advance can make things easier and prevent problems close to an application deadline.
The standard ISEE is generally valid until 31 December of the year in which the DSU is submitted.
The best time to obtain your ISEE therefore depends on the benefits, services or concessions you intend to request and their deadlines.
What If Your Financial Situation Has Changed?
Sometimes the standard ISEE does not accurately represent your current financial situation.
For example, you may have had a regular job during the year used for the calculation but have since lost that job or experienced a significant reduction in income.
If certain legal requirements are met, you may be able to request an ISEE corrente, or Current ISEE. This allows more recent financial information to be considered. Depending on the circumstances, income from the previous 12 months or an even shorter period may be relevant.
This can be particularly important if your family’s economic circumstances have changed significantly since the standard reference period.
ISEE and Family Benefits in Italy
The type and calculation of ISEE required can also depend on the benefit you are requesting.
In 2026, specific ISEE rules apply to certain family and social inclusion benefits, including the Assegno di Inclusione (Inclusion Allowance), Supporto per la Formazione e il Lavoro (Training and Employment Support), Assegno Unico e Universale (Single and Universal Allowance), nursery school bonuses and the newborn baby bonus.
The former Reddito di Cittadinanza (Citizens’ Income) is no longer available. Since 2024, it has been replaced by other measures, including the Inclusion Allowance and Training and Employment Support.
Eligibility for these benefits also depends on the specific legal requirements of each scheme. Having an ISEE below a certain threshold does not automatically mean that you are entitled to every benefit.
Is It Worth Getting an ISEE?
You may wonder whether obtaining an ISEE is worthwhile, especially if you believe your income is too high to qualify for public support.
There is no single ISEE threshold for every benefit in Italy. Different bonuses, university reductions and subsidised services have different rules and income limits.
For this reason, deciding not to obtain an ISEE simply because you think your household earns too much could mean missing a benefit or reduction for which you are actually eligible.
On the other hand, if you are not applying for any service or benefit that requires an ISEE, there may be no practical reason to obtain one.
